The most powerful back links that you can ever attain for your site are simply web sites that are already highly ranked for the subject your trying to promote.
The reason being is that search engines are like I said very smart. They created a method of ranking sites by who they are associated with internet wise. This is a very powerful tool because of the fact that web sites that relate to your subject literally have to invite you into their highly ranked circle.
It's a way of making sure that a web site isn't on the top of their list

Search engines make sure that all of their top results are quality and un-tainted by manipulation. I personally consider it as a great thing. When I go to promote a web site, I jump into it with the mind frame that I need to create a web site that is valuable and clear to the intentions of the site. Create a web site to provide a product, service or piece of information, don't create it simply to scatter ads everywhere without a real purpose to the site other than trick people into thinking they has come to a resourceful page, when all they have come to is a page manipulated to get clicks. Trust me, your not gonna get a lot of clicks or rankings on Google that way.
The purpose of creating a valuable site other than to please the search engines, of course goes back to back links.
If a web site owner takes a look at your site just after he received an email from you for a link exchange, and see's small amounts of content, a bunch of ads with no real purpose or value; they are not going to link back to your site. This is how search engines are able to tame the entire search engines process of ranking sites. It goes by what other big web sites think of your site by the factor of either being linked on their site or being a loner cause nobody want to link to them.
Thats what it all boils down too.
